As an aside, the oem group's general approach to this problem in UNR is:
 * Language packs for target languages are included as debians (uninstallled) 
in the image
 * A script runs post oem-config and pre-gdm that installs the debians for the 
user-selected language, and then the non-selected language pack debians are 
deleted to free up disk space
 * The list of languages the user can select from in oem-config can be trimmed 
to the target set for which debians are present, or left complete (this 
trimming done by modifying localechooser-data package's languagelist file)
 * During the time the language-pack debians are being installed, small python 
gtk app (language-installer) pops up a message telling the user to either:
  - please wait while your language is installed (in the case where the user 
selected a language for which the debians are present)
  - please use language tools to complete language installation later (in the 
case where the user selected a language for which the debians are not present. 
Note, this case only  occurs if the target list of languages is not trimmed)
