I guess this behaviour was correct in Debian Sarge. Since, like Will Dyson 
mentions, Ubuntu Edgy has split ssh this needs to be adjusted. 
People should be free to use openssh-client *or* ssh-krb5. I believe more 
correct would be to have libpam-ssh_1.91.0-9.1.dsc read:

Build-Depends: debhelper (>= 4.0.0), dpatch, gcc (>3.0.0), libtool (>=
1.5.2-1), libssl-dev, libpam-dev, ssh-krb5 | openssh-client | ssh (>=
3.8.1p1)
