I discovered why it doesn't show up in the K-Menu and believe that it
not showing up is the way it is designed. In
/usr/share/applications/kde/ there is a file called ktnef.desktop. The
last line in that file is "NoDisplay=true". I removed that line and
then ktnef showed up in K-Menu -> Utilities.
