Public bug reported:

When using "gnome-display-properties" to change monitor refresh rate the
refresh rate is listed as 0Hz in the drop down box.  Changing the
resolution works just fine.  The monitor is an analog VGA CRT display
connected via DVI to VGA adapter to an Nvidia 6600GT dual DVI card.  The
computer is an Dell but I upgraded the video some years ago.

CRT monitor stuck at 60Hz and can't change it.  Display say refresh rate 0Hz.
