I was able to fix my problem by running 'polkit-gnome-authorization' as root,
browsing to org -> freedesktop -> hal -> device-access -> Directly access
digital cameras, then adding Explicit Authorizations for the users I wanted to
have access to the camera. It looks like by default, it gives access to the
user on the Active Console, but ck-list-sessions shows:

So, for some reason, ConsoleKit doesn't think I'm on the active console.
I don't use GDM ... I use the text login prompt on tty1 then run startx ... I
guess GDM does some magic when starting the session to mark it as 'active'?
There must be some way to do this for text logins as well...
