Binary package hint: apport

When given a binary name, ubuntu-bug should (after checking that it
isn't a package name) use the "whereis" command to locate the binary in
the PATH, and then proceed to report a bug against the package that the
binary belongs to.

ie: 
$ ubuntu-bug /bin/echo # should do the same as 
$ ubuntu-bug echo
