.deb files can be found under /var/cache/apt/archives
Michael, I cannot reproduce this in Jaunty. I looked into the command-
not-found package, and I can see the contained /usr/share/command-not-
found/data folder, which is empty...
Can you please verify if this issue is resolved for you, or if you meant
something else?
