I launched in Launchpad because i got there when I wanted to file a bug report 
in Ubuntu.
The website is very confusing if you want to report a bug and you don't know 
where you have to be.

There is probably somewhere a good report link but only for insiders.

It would help to clearly define different area's for which you can file bug 
reports. 
for example :

to report a problem with a package ->>> name package  version number bug .....
and then internally automatic distribute the bugreport to the right person.

As a bug reporter I do not need to know the person but the package and version 
number and what happened/caused the problem.

There are too many sites for bugreporting, A link to the right site would be 
good and an  uniform way of filing a bugreport is better.

Maybe looking new ways for bugreporting could improve the numbers of filed 
bugs. Nowadays it is too complicated for outsiders.
