I have similar problems with Ubuntu 8.10 and OOo 2.4.1, where Ctrl+B justifies 
text instead of using bold letters.
In System->Administration->Language Support I have English (United States) as 
the Default Language, but I use USA International (with dead keys) for my 
keyboard layout.  When I run locale from the shell, I get en_US.UTF-8 in every 
line except the last one, which is empty (LC_ALL=).
Please let me know if I can provide more information to help solve this issue.
