Regarding the original bug: the diff between the ucf cache and /boot/grub/menu.lst shows that the menu.lst "automagic kernel list" had been hand-modified in the past, and at a previous ucf prompt you opted to "keep the local version currently installed". If no other changes are made to the menu.lst, the setting is sticky, so further system- provided changes to the menu.lst will also be ignored without re- prompting.
I think this is by design, with the current grub package. The problem, as I see it, is that there's no simple way to force a re-prompt with ucf, so that the user can revisit this decision. That's definitely a bug.
