You are right, I copied sources.list from other Ubuntu system and I can install libbluetooth1-dev package now. This report can be closed.
I corrupted my sources.list in the past when I did manual modification as local mirror of repositories was partly broken. apt-get update printed warning about duplicate packages. It worked for long time but libbluetooth1-dev highlight a problem.
