This actually has several parts:
- In bug filing mode, the apport UI does not check the UnreportableReason:
field.
- Sometimes adds "Package: kdepim None", if package is not installed; this
should be a valid use case for reporting bugs, though

* Do not collect package information in bug filing mode if package is not
installed
