Error message should be clear enough:

2009-03-21 14:34:27 MSK Details: File must be owned by the database user or 
root, must have no write permission for "group", and must have no permissions 
for "other".

It seems you either use a custom SSL certificate, or the permissions of
/etc/ssl/private/ssl-cert-snakeoil.key are wrong (should be 0640 root
:ssl-cert).
