Please send the *entire* output of
sudo apt-get install postgresql-8.3
If that fails, please do
sudo sh -x /var/lib/dpkg/info/postgresql-8.3 configure
8.3.7-0ubuntu8.10.1
and copy&paste the output. Thanks!
