This was actually on purpose, in version 0.111 in intrepid:

  * apport/crashdb_impl/launchpad.py: Do not write the "Date:" field on
    upload(), and fetch it from the bug metadata in download().

This version removed a lot of redundant information from reports, to
make them easier to read and focus triagers on the important bits. Since
a bug already records its reported date, this seemed superfluous.
