Well, I don't like randomly flipping defaults... we've been burned several times now by increasing various parameters beyond the normal defaults and later finding it exposed serious bugs in random corner cases (no surprise since the non-default settings are not widely tested). However, you do have a point that this would be a good use model to support. But I'd like to see this work be done upstream. I know of no reason why this should work on Debian but not on Ubuntu. We're doing nothing that I know of to limit things. Debian is running an older version of the xserver, so I wonder if that's it. Anyway, really what should be done is to file a bug upstream at bugs.freedesktop.org requesting that MAX_DEVICES be increased. Can you do this? Since you're passionate about this use case (and presumably can test patches?) I think you'd be best suited for working with upstream on this.
