I think it's rather the other way around, the corrupted file system
causes crashes all over the place (including apport). Apport runs with
normal user privileges and is written in Python, both pretty much rule
out the possibility of file system corruption.

Fixing "most" of the system won't help if there is still corruption
left. Perhaps your hard drive is dying?
