Unfortunately the current behaviour is the best we can do with
launchpadlib. Merging bug mail for several attachments, or using the
same method as for reporting a new bug would require changes in
Launchpad. I requested them ages ago in bug 85040. I just did a followup
in that bug, asking for these possibilities again.
