Okay, I managed to reproduce and workaround the phenomenon, though still
on the same system.

To reproduce, (I simply need to) log out and log back in. Alternatively,
when logged in, zap (ctrl+alt+backspace, if enabled), or change to a tty
and do 'sudo service kdm restart'. Once logged back in, it'll detach to
its own window.

To work around, *log out*, then when logged out restart KDE with 'sudo
service kdm restart'. Alternatively, reboot. Key is to properly log out
first before working on getting back into X. Once logged back in, it'll
dock to the tray.

One other small thing I noticed is that even with kdm stopped, scim-
launcher stays resident.
