Hi Paul,

the present generation of Netbooks usually have 1024 horizontal by 600 pixels 
vertical.
600 pixels is quite limited and as you can see from the screen shot with a 
panel at the
top and the bottom of the screen, the useful height is a less than 600 pixels.

If all windows opened at a max. default height of say 550 pixels, then Netbooks
would have no problems and desktops and notebooks could stretch the windows
vertically as needed, with the system remembering the stretched height next 
time.
