It may not, but it did... ;-) I had the same issue that I liked to earlier, when I ran modprobe (as detailed) it changed my frequency from 2.19 to 2.20. I rebooted, and was right back where I started from (i.e. scaling not working, cpu freq set at 2.19). I did the modprobe again, and added the acpi-cpufreq, rebooted, and everything works correctly...
