I want share some changes about this problem. Last Sunday my hard drive died so, after getting a new one, I had to re- install everything from scratch (Kubuntu 8.10 & KDE 4.22). This time the problem is not showing up.
I do not know if, by chance, the software has been fixed during my downtime (making me downloading the new version when I had to reinstall KDE 4.22), but unless so I assume that the problem must have been due to some corrupted configuration file rather than the update-notifier-kde code itself. Since the old HD is dead, I cannot investigate if it was indeed a corrupted configuration file and eventually which one.
