I struggled with this today.  The friendly folks on irc suggested I check xfce 
bugzilla to see if the 4.6.1 update would fix this problem.  I stumbled on this 
bug.

In it the poster discovers that the slowness problem goes away when they 

1. Go to Xfc4 Settings Manager->Keyboard->Layout
2. Click 'Use system defaults'

I found that neither clearing cache nor starting with a fresh .config
directory helped, but that fixed it for me.

I hope that short-circuits someone's long search.
