Public bug reported:

Binary package hint: usplash

I'm having a problem getting the computer to completely power-off on
shutdown.

What fails:
- Boot from GRUB, login, 'sudo ls /root' in a terminal, shutdown from menu

What works:
- Boot, shutdown from menu on login screen
- Boot, login, shutdown from menu
- Boot, login, turn off wireless from GUI, 'sudo ls /root' in a terminal,
shutdown from menu

When the computer hangs, Virtual Terminals are active (although I cannot type
anything but newlines in them) , and the tty from my graphical login shows:
    Killing all remaining processes... [fail]
and then a few lines later:
    mount: / is busy

Relevant bugs may include bug #161862, bug #326988.

I'm also having problems with suspend/hibernate (bug #366264), but I'm
not sure if that problem is related as it also occurred when I was
running 8.10, and I believe that I never had a problem with Shutdown
hanging under 8.10.
