Because python-vm-builder (now days vm-builder) dependence on kvm, metapackage ubuntu-virt-mgmt is forced to install a kvm environment. So yeah, it should be separated some how.
This bug is a part of the problem that makes ubuntu-virt-mgmt install server parts of virtualization when it should not.
