OK, here's the latest...  I went back to the original machines installed
from the live-cd and reloaded Synaptic but STILL found all software in
the repositories to be un-authenticated.

Next, I switched the repository sources from the generic
us.archive.ubuntu.com entry to the specific ubuntu.media.mit.edu server
and refreshed again.  All problems resolved.

Then, I went back to the generic us.archive.ubuntu.com and refreshed
again....  The problems did not return.  And just for good measure, I
upgraded two other 8.10 machines via Update Manager and had no similar
problems.

There is still one more thing to do, I must go back to the LAN on which
I first reported the trouble and try another fresh install - the exact
same way I did the first time - and see if the problem reappears or
remains gone.  I can do that within two days (by Wednesday 4/29).

So, if there are no further surprises, then either:

1.  It was a fluke of installing on the first day, but I can't imagine any of 
the hosts coming online before they were ready.  That would be SOME kind of a 
problem, wouldn't it?
2.  Refreshing the repositories does not include the gpg keys (that would make 
sense, I guess, but I'm not sure).
3.  Switching repositories does include the keys (but then, I wonder why - 
something seems inconsistent).

I guess it comes down to my final test of attempting to reproduce the
exact same circumstances to try to duplicate the earlier behavior.
