As David has mentioned above, you have to edit /boot/grub/menu.lst file. Just find entries starting with "kernel" and add the parameter to the end of the line to make it look like
kernel /vmlinuz-2.6.27-14-generic root=UUID=9d9c7fd7-d3bc- 473b-b482 ro quiet splash all_generic_ide To test this on your system first, you can press Esc at GRUB prompt during the boot up, and to add parameter to kernel line as shown above. If it works, you can then go ahead and modify /boot/grub/menu.lst file to make changes permanent.
