This problem was still occurring following my upgrade to 9.04.  I then
created a new account (for a different purpose) and noted that account
did not have the problem.  I moved my .gconf* and .gnome* directories
out of their normal locations and tried a login.  Problem was gone.  I
then selectively moved stuff back into place until the problem returned.
I don't recall which directory was the problem, but it no longer affects
me.  IIRC, it was something under .gconf/apps/panel.
