I have several medical instruments running with 8.10. Today Wed Apr 29 I upgraded one of the test systems to 9.04 (with a history of 7.xx, 8.04, 8.10 and today 9.04 using "Update Manager" and I immediately found the same problem attempting to launch Gnome Terminal. I have attached the output of ls -l /etc/rcS.d/ > rcS.d and note that S10-udev is indeed before S11mountdevsubfs.sh.
I applied the none /dev/pts devpts gid=5,mode=620 0 0 line to fstab, mounted /dev/pts and the termina sessions now work.
