I am having this problem today 30 April 2009. I started the upgrade from 8.04 last night. The network or Ubuntu servers ran very slowly so the download of packages went slowly. On checking my laptop this morning some packages had failed to download. I then took the option at this point to cancel the upgrade. I re-started the upgrade - and to my astonishment the upgrade only installed a couple of packages before continuing to the "cleaning up" phase. It is now sitting with the hard disk working and the message in the terminal session "ldconfig deffered processing now taking place". It has been doing that for a good 30 minutes.
Looking at /var/log/dist-upgrade/main.log: 2009-04-30 10:56:38,157 DEBUG package 'libgnomeprintui2.2-0' has unwanted removals, skipping 2009-04-30 10:56:49,282 DEBUG 'libgnomeprintui2.2-0' scheduled for remove but not safe to remove, skipping 2009-04-30 10:56:49,440 DEBUG package 'make' has unwanted removals, skipping 2009-04-30 10:57:01,060 DEBUG 'make' scheduled for remove but not safe to remove, skipping 2009-04-30 10:57:01,318 DEBUG package 'libgail-dev' has unwanted removals, skipping 2009-04-30 10:57:11,114 DEBUG 'libgail-dev' scheduled for remove but not safe to remove, skipping 2009-04-30 10:57:11,973 DEBUG package 'libcairo2-dev' has unwanted removals, skipping This file is continuing to grow - with these types of messages. So clearly the upgrade manager has not crashed but is looking carefully at a difficult situation. As in it's cleaning up a system that has not may had enough packages properly installed / upgraded.
