This is completely intent behaviour (see the what's this entry for the
languages element). Whenever a string is not available in en_GB KDE will
fallback to fr_FR if the string is not available there either it will fallback
to en_US where the string is available for sure. You however are in a special
case here. en_GB is (so would I assume) meant to be incomplete as only certain
strings from en_US need to be translated (color chooser would be colour chooser
etc.), so by design en_GB will be incomplete and fallback to en_US where
appropriate.
Since you, however, selected french as first fallback it will try that first
and lead to this funky situation.
Now, one might argue that including en_US to fill the gaps in en_GB is
an option, though this leads to duplication of workload in bug
management, bug fixing, and fix quality assurance and fix deployment
(obviously not much of a useful option :)).
So just remove French from said language list, since this only would
have benefits when you actually speak French better than en_US ;-)
