Update: for unrelated reasons, I did a fresh install of Ubuntu 9.04 (re- using my /home partition, though), and go figure, nvidia-settings worked ! No idea why it works now, so maybe the bug might come back, but for the time being I guess we can close the bug, I will re-open it in the future if need be.
