I am not aware of any proprietary driver for -intel. Intel is releasing the source for their driver, and this is included in Ubuntu.
As for the performance problems, you may be seeing bug 349992 or bug 357290. Take a look at those two bugs, and if you think it is not one of them, look at https://wiki.ubuntu.com/X/Reporting and https://wiki.ubuntu.com/X/Troubleshooting/IntelPerformance for what to include in this bug report. Especially, a bug is not considered complete before it has /var/log/Xorg.0.log and the output of `lspci -vvnn` attached to it.
