Public bug reported:

If /etc/timezone doesn't exist (it's not created on upgrade, for
instance), adding a location and setting it to the default via the 'set'
button silently fails.  The applet's weather indicator (for instance)
shows the correct weather until logging back in, at which point the
location is reset (seemingly to nothing).

Running dpkg-reconfigure tz-data recreates the file, at which point the
calendar applet immediately works properly, and can set the machine
timezone.
