Thank you for your bug. I've just tried with
http://217.30.180.253:7070/listen.pls on feisty and that works fine.
Maybe the bug has been fixed since. Do you have the same problem if you
use "gst-launch playbin uri=http://217.30.180.253:7070"; by example?
