Public bug reported:

The following symbolic link, installed by the libsane package
(1.0.19-23ubuntu7), is invalid unless libsane-dev is also installed:

/usr/share/doc/libsane/supported.html -> html/sane-mfgs.html

So, IMHO it would be a good idea to either let libsane-dev create it
when installed, or to move the html/sane-mfgs.html file into libsane
itself.
