It appears that debian decided to write their own version of install-
info that is in the dpkg package, and this version is broken. Please
consider throwing it out and replacing it with the install-info utility
provided in the texinfo package, and actually works correctly.
The correct install-info utility appears to have been renamed to
ginstall-info in the texinfo binary packages so as not to conflict with
the broken one in dpkg.
