I can confirm the problem Jake is having, the problem still lies in the fact that the panel on his right screen isn't detected properly. To fix this issue I propose the following patch, that determines whether a panel is a top panel not by looking at it's x and y positions relative to the entire screen but relative to a particular monitor.
