I changed the MTU value in ~/.kde/share/apps/networkmanagement/connections/<connection uuid> to 256 and rebooted. This did allow me to get a bit further, however, there is still a problem.
I've attached the log, the point of failure seems to be around this part of the connection process: May 3 09:24:39 scoob pppd[4439]: Received bad configure-rej: 01 04 00 73 May 3 09:24:51 scoob last message repeated 4 times May 3 09:24:54 scoob NetworkManager: <WARN> pppd_timed_out(): Looks like pppd didn't initialize our dbus module May 3 09:24:54 scoob NetworkManager: <info> (ttyUSB0): device state change: 5 -> 9 May 3 09:24:54 scoob pppd[4439]: Terminating on signal 15 May 3 09:24:54 scoob NetworkManager: <debug> [1241357094.001005] nm_serial_device_close(): Closing device 'ttyUSB0' May 3 09:24:54 scoob pppd[4439]: Connection terminated.
