Binary package hint: gnome-power-manager
Symptom:
Using gnome-power-manager to suspend (by closing lid), suspend will work the
first time only. Subsequently lid closures lock the screen but do not suspend.
Other info:
"sudo pmi action suspend" works properly for repeated suspends. That's the
reason I'm guessing this bug is against gnome-power-manager.
Resolution:
Tracked it down to the tap0 interface, which is connected to a vde_switch
process.
(This is how /etc/network/interfaces looks)

After issuing the following command, suspend works for repeat lid closures.
