Thanks Mabawsa, that worked for me. Recap of my road to trouble:

1) ubuntu 8.10, hibernated fine but didn't wake from suspend. 4GB ram, 2GB swap
2) upgrade to 9.04, suspend worked, but system failed to enter hibernation
3) live cd, extended swap to 4GB, partition got different UUID so I edited 
/etc/fstab
4) system succesfully entered hibernation but never resumed. always starting 
'fresh'.
5) ran mabawsa's fix.

I had this problem on 
- an intel e8400 desktop (jaunty 64bit)
- Asus eeepc900 (jaunty 32bit) (worked fine with both suspend en hibernation 
before, 1GB ram, 440MB swap)
both an upgrade from hardy
