This is not a bug. The imageable size of the CUPS-PDF "printer" indeed is 100% of the intended paper size, because this printer doesn't have any physical restriction for its usable area. By comparison, your laser printer can only print where its toner drum runs, which is an area about 1cm away from the paper's edge, thus it correctly has a smaller imageable area.
The real solution here is to format the layout inside the application.
