This problem still exists in Jaunty. I recently upgraded to jaunty with
the hope I could use my internal 3g modem with no luck :(

In Jaunty usbserial is built-in in the kernel (not as a module) so to
load the module with the right options I had to edit /boot/grub/menu.lst
like this:

title           Ubuntu 9.04, kernel 2.6.28-11-generic
uuid            8387a683-38b3-4571-b3ff-22bb454baf0e
kernel          /boot/vmlinuz-2.6.28-11-generic 
root=UUID=8387a683-38b3-4571-b3ff-22bb454baf0e ro quiet splash 
usbserial.vendor=0x0930 usbserial.product=0x1302
initrd          /boot/initrd.img-2.6.28-11-generic
quiet

When loading usbserial with this options I get a new device in
/dev/ttyUSB0 but neither network-manager or umtsmon recongnize it.
