Public bug reported:

I used update-manager to dist-upgrade xubuntu from 8.10 to 9.04.

It warned me that several things would be automatically restart but that gdm 
needed to be restarted manually.
I quit package manager and ctrl-alt-F1.
logged in and did sudo aptitude dist-upgrade

I got the same message but then instead of quitting I 
went to ctrl-alt-F7 and logged out of xfce .

My xubuntu is set to time login as the main user.

so I chose to change session to a fail safe terminal thinking that would
keep gdm from running

I went back to ctrl-alt-F1
I guess gdm was still running however because the same error I think.

So I ctrl-alt-F2, logged in, and sudo /etc/init.d/gdm stop

Then ctrl-alt-F1
and finished the sudo aptitude dist-upgrade.

I had to repeat this a few times and reboot before I was able to sudo
aptitude full-upgrade before I could get everything to upgrade without
having anything held back.

I also chose to remove epiphany (webkit version) to eliminate a
recommends problem but I'm not sure if that was related.
