In general, with an error message like this
E: /var/cache/apt/archives/cups_1.3.9-17ubuntu3_amd64.deb: corrupted
filesystem tarfile - corrupted package archive
it is enough to delete the mentioned file.
sudo rm /var/cache/apt/archives/cups_1.3.9-17ubuntu3_amd64.deb
Then the update manager re-downloads the file and everything will work.
