On 9.04, when Firefox visits a Flash site and does not have the Flash
plugin, it should pop up a box that asks you to install Flash, with 3
options (Adobe Flash, swfdec, and gnash). It sounds like, for some
reason, that box did not appear... I think that's the real bug.

Ubuntu can't reasonably fix bugs in Adobe's .tar.gz or .deb package, but
they can fix this bug with removed the need for the user to ever go to
Adobe's site and download/install anything.
