There is no decision made about "feisty will be shipped with compiz enabled", if it's not good enough it'll not be used by default. The bug is not fixed because we don't want to get the bug fixed, there is just lot of bugs and few people working on them, the best you can do to get that fixed is trying to figure what goes wrong and try to figure a patch, or talk to upstream about it
