I don't have that particular problem when I try to build the package
from Debian - I think your chroot is just out of date somehow, but in
any case, the problem you saw was with libtool and not this package.
My build /does/ fail looking for libctl-dev (>= 3.0.3-3), which means
that this bug blocks on bug #372005
