No Thunderbird-3.0 will not be released into Jaunty or below.
I have yet to decide if lightning 0.9 will end up in pre jaunty.

If you ask in #ubuntu-mozillateam someone should beable to give you a PPA for
tbird-3.0 however i dont think we build on hardy.
We dont backport Mozilla apps unless its an extension or something small due to
a few reasons.
1. packages are huge
2. Mozilla has been known for bugs (introducing bugs into stable releases is
never a good diea)
3. massive amount and important depends issues
