(initially reported in bug #364648 but split here in its own bug)
When rebooting into the target user and running oem-config, I'm asked
for user name password etc. and the keyboard layout is selected from the
language even if I don't change the language and the keyboard layout was
different (e.g. I selected French language and USA layout, but oem-
config reset to French layout when I hit "next" on French language).
I think the oem-config wizard should preferably default to the OEM
preset options, unless the user diverges in the keyboard choice.
